MITRE's Center for Transforming Health is dedicated to improving healthcare through strategic and technology-based transformation. We advise federal agencies through all phases of healthcare modernization and transformation supporting many of the complex analysis and critical thinking requirements that encompass the agencies business, policy, technology, and operational interests. MITRE collaborates in the evolution of the healthcare and technology transformation from high-level strategic planning to program acquisition and oversight.

The position provides an exciting opportunity to work with the Health Transformation Technology Center to perform Health Program Analysis. MITRE's definition of \"Health Program Analysis\" focuses on the responsibility of everyone involved to ensure that Federal dollars are spent in the way that they are intended including program expectations and fiscal responsibility. It includes working with our sponsors in the areas of:

- Program effectiveness and monitoring

- Responsible stewardship and fiscal responsibility

- Development of concept of operations and pilots to introduce and manage new programs

- Risk assessment and management

- Performance alignment and performance measures

- Program and payment integrity including improper payments and spending and practice variation

The successful candidate will work with teams in the above areas as it relates to complex healthcare programs. The successful candidate will perform complex program and business analysis and assessment in a variety of health and healthcare venues to collaborate with our sponsors on the effectively use of Federal and other dollars. We have a need for health analysts with strong analytical backgrounds and experience with health and healthcare program analysis, both qualitative and quantitative. The job requires a candidate who is able to leverage their healthcare experience to assess the \"big picture\" and develop actionable solutions.

Health program analysis assists in addressing the unique challenges and understanding of the health and healthcare industries as they undergo significant transformation including changing relationship alignments and governance, increasing cost pressures, defining new measures and terms, e.g., quality, and responding to the adaptation of electronic health records among many others. The high complexity of the health industries and the multiple regulatory relationships impact the continuum of healthcare delivery, pharmaceuticals, medical devices, drug approvals, life sciences, research and translation medicine, medical education, safety, personalized care, standards of care, ethics, public health, health policy, and behavior incentives.

Key Functions:

Provide thought leadership and expertise related to the Health Program Analysis including: program effectiveness and monitoring, responsible stewardship and fiscal responsibility, development of concept of operations and pilots to introduce and manage new programs, risk assessment and management, performance alignment and performance measures, program and payment integrity including improper payments and spending and practice variation, waste, fraud and abuse, and privacy

* Develop strategies and implementation plans for government programs to enhance program effectiveness and fiscal stewardship including all aspects of program integrity and program evaluation and monitoring
* Provide coordination between major stakeholders, to include both internal (MITRE project staff) and external stakeholders, such as private industry, state and federal government, and others
* Use proven quantitative and qualitative methods to develop actionable solutions
* Facilitate discussions, collaborate with internal and external sponsors and develop presentations and reports

Required Qualifications:

* Deep experience with the health and healthcare industries and the ongoing transformational activities that are changing the industries
* Experience with many aspects of program analysis in the healthcare environment including program integrity, risk assessments, program evaluations, program effectiveness, performance alignment and/or fraud waste and abuse
* Experience with the implementation of regulatory requirements and new and evolving policy
* Familiarity with collaboration and facilitation with Federal sponsors and potential private industry and demonstrated experience interacting with them successfully
* Highly-developed consulting skills, including communications, both verbal and written at the executive and senior executive levels
* Significant experience with tools and solutions designed for program analysis including Microsoft Word, Excel, PowerPoint and others and the ability to apply a pragmatic, practical and analytical approach to problem-solving
* Self-starter with demonstrated ability to work independently and also ability to work collaboratively in a multi-disciplinary team environment
* Able to work successfully in a complex, fast-paced, and ambiguous environment
* Experience and track record producing, documenting, and quality work

Preferred Qualifications

* Previous experience working with the Federal Government in various aspects of health program analysis
* Knowledge of Federal healthcare systems including claims and payments
* payment and claims systems both from a provider and insurer perspective
* Experience working directly in the health industry
* Experience with issues the health industry is facing, e.g., risk management, introduction of new payment processes, cost containment, outcomes measurement
* Understanding of analytics and predictive modeling using sophisticated statistical approaches such as geographic analysis, outlier detection, or other appropriate methods
* Experience with Medicare, Medicaid or other data.

Preferred Qualifications:
